NCB Provides Financing for Key Projects Serving APEC 2027
Phu Quoc is accelerating the completion of a series of key projects in preparation for APEC 2027. Accompanying this journey, National Citizen Commercial Joint Stock Bank (NCB) has promptly provided financing for major projects, helping shape a new face for the Pearl Island and creating long-term growth momentum for the country.
Providing resources for Phu Quoc to accelerate ahead of APEC 2027
With just over a year remaining, Phu Quoc will become a focal point of the Asia-Pacific region as Vietnam hosts the Asia-Pacific Economic Cooperation (APEC) forum for the third time. On the Pearl Island, a race against time is underway as a series of large-scale infrastructure, transportation, urban development and service projects are being implemented simultaneously, preparing the best possible conditions for this particularly important event and laying the foundation for Phu Quoc to make a breakthrough as a new global destination.
Behind the pace of these major projects lies not only the challenge of manpower, machinery or technology. For projects involving substantial investment and exceptionally urgent timelines, the ability to ensure continuous capital flows is also a critical link enabling general contractors and contractors to maintain construction momentum and proactively implement each component in accordance with schedule.

Promoting its role as a vital financial conduit of the economy and as a strategic partner of project developer Sun Group, NCB is currently accompanying a number of general contractors and contractors involved in the construction and installation of five key projects. Most notably, these include the APEC Convention and Exhibition Center – regarded as the “heart” of the event, showcasing Vietnam’s stature, resilience and aspiration for advancement to the international community, with a total site area of more than 16 hectares and a total gross floor area exceeding 152,000 m².

NCB’s capital is also supporting the accelerated implementation of “gateway” projects and infrastructure to welcome international visitors to Phu Quoc, contributing to a new urban landscape for the Pearl Island: the Phu Quoc International Airport Expansion Project, helping enhance passenger handling capacity and air connectivity; the Urban Railway Line 1 Project, contributing to the formation of a modern, world-class public transportation system; together with new urban areas that help expand Phu Quoc’s urban and tourism development space. These projects will thereby enhance connectivity, attract investment and create further room for Phu Quoc to elevate its position on the global tourism map.

NCB’s capital and financial solutions support general contractors and contractors in proactively managing cash flows and maintaining continuous construction progress
In addition to providing financing, NCB is simultaneously implementing financial solutions to comprehensively meet businesses’ needs during the construction process, including working capital loans, guarantees, L/Cs and factoring. These solutions support general contractors and contractors in proactively managing cash flows, meeting arising financial needs and maintaining resources throughout project implementation.
NCB stated that it will continue to provide additional financial resources to general contractors and contractors as project components move into subsequent implementation phases, actively contributing to the objectives of APEC 2027 and creating long-term value for the destination.
Strengthening financial capacity, ready to accompany the country’s development
Previously, NCB also participated in financing and arranging capital for two key national projects in Ho Chi Minh City, including: Ben Nha Rong - Khanh Hoi Cultural Park and Ben Bach Dang Public Green Space, and the City Central Square and Ho Chi Minh City Administrative Center Project. The Bank is also a financing provider for contractors, while offering a comprehensive package of guarantees, L/Cs and factoring products, enabling contractors to proactively secure resources and ensure progress and implementation efficiency for the Tran Hung Dao Bridge Project – one of Hanoi’s key transportation infrastructure projects – as well as many other significant key projects.
NCB’s presence in major projects serving APEC 2027 and numerous key projects nationwide reflects the Bank’s significant transformation following five years of comprehensive restructuring: accumulated capabilities have been translated into the ability to accompany major enterprises, corporations and large-scale projects of national significance that deliver value to communities and the country.
NCB aims to further strengthen its support for leading enterprises, businesses within supply chains and contractors implementing key national projects, focusing on sectors that play an important role in economic growth such as construction, infrastructure, tourism and aviation.
NCB has recently submitted a proposal to seek approval from the General Meeting of Shareholders regarding the “Report on the Results of the 2026 Private Placement of Shares and the Plan for a Private Placement of Shares to Increase Charter Capital in 2027,” with the aim of increasing charter capital by an additional VND 33 trillion. If 100% of the shares under this private placement are successfully issued, NCB’s charter capital will increase to nearly VND 62.28 trillion, equivalent to an increase of 112.7% compared with its current charter capital. NCB will also break its own capital-raising record, after having completed at the end of June 2026 the largest capital increase in its operating history since its establishment, raising its charter capital to VND 29.28 trillion.
