NCB Participates in Financing National Strategic Infrastructure Projects in Ho Chi Minh City

NCB’s participation in financing and arranging capital for two mega projects launched on the occasion of the 51st anniversary of the Liberation of the South in Ho Chi Minh City not only demonstrates the bank’s increasingly strengthened reputation and financial capacity, but also reaffirms the responsibility of enterprises to accompany the country’s development across all sectors in the new era.

After 51 years of national reunification, Ho Chi Minh City is entering a phase of accelerated development with the simultaneous commencement of a series of large-scale infrastructure projects during the April 30 – May 1 holiday. This marks a strong step forward in creating new growth drivers and enhancing the position of Vietnam’s leading economic hub, enabling the city named after President Ho Chi Minh to emerge as a modern megacity on the regional and global economic map.

Notably, these strategically significant projects are being implemented with the participation of investors that are among Vietnam’s leading private enterprises. The deployment of mega projects aimed at driving breakthrough local economic development and enhancing the country’s position through mobilizing private resources clearly reflects the strengthening trust between the State and the private sector, as well as the role of the private economy as one of the most important drivers of the national economy and a pioneering force for growth, as set forth in Resolution No. 68-NQ/TW.

Contributing to the country’s overall development, especially through meaningful projects marking 51 years of national reunification and a new chapter in the nation’s history, National Citizen Commercial Joint Stock Bank (NCB) is participating as a provider of critical financial resources for this historic transformation.

Accordingly, NCB acts as the lead arranger and financing institution for the Ben Nha Rong – Khanh Hoi Cultural Park and Sai Gon Riverside Public Green Space Project, spanning 147 hectares, and provides financing to construction contractors involved in the City Central Square and City Administrative Center Project located in the core area of Thu Thiem New Urban Area.

The Ben Nha Rong – Khanh Hoi Cultural Park and Sai Gon Riverside Public Green Space Project carries special significance not only in terms of economic development but also in terms of spiritual value for the Vietnamese people. With a total investment of VND 20 trillion, Phase 1 comprises a cultural park designed around nine chapters, recreating meaningful milestones in the life of President Ho Chi Minh. Phase 2 consists of a 138-hectare riverside public green park, comprehensively restructuring the urban landscape along both banks of the Sai Gon River.

The project was officially initiated with the groundbreaking ceremony for the Ho Chi Minh Museum – Ho Chi Minh City Branch Renovation and Upgrading Project on 29 April and is expected to be inaugurated on the occasion of National Day on 2 September 2026, after only 120 days of construction. Upon completion, the Sai Gon River waterfront will become a “corridor of memories,” where residents and visitors can stroll through a historical space and look toward the old wharf where President Ho Chi Minh embarked on his journey to seek a path for national salvation.

Far beyond a project aimed at preserving and promoting historical, cultural and architectural heritage values, the Ben Nha Rong – Khanh Hoi Cultural Park and Sai Gon Riverside Public Green Space Project opens up the prospect of a continuous public, cultural and ecological corridor along the Sai Gon River, connecting the existing city center with Thu Thiem and contributing to the comprehensive restructuring of the riverside urban landscape. It will also serve as a cultural axis connecting the past, present and future, where history is vividly retold for generations of Vietnamese people and international friends.

Meanwhile, the City Central Square and City Administrative Center Project in the core area of Thu Thiem New Urban Area marks a historic milestone, as it is the first time Ho Chi Minh City has developed a centralized, modern and large-scale administrative and political center commensurate with its role as the nation’s economic engine throughout more than 300 years of the city’s formation and development. The project will be implemented over nearly 47 hectares during the 2026–2028 period, with a total investment of nearly VND 29.6 trillion. It is planned based on the philosophy of “Of the People – By the People – For the People,” with three concentric spatial zones embodying the overarching principle of serving national and community interests.

According to Mr. Ta Kieu Hung, Member of the Board of Directors and Chief Executive Officer of NCB, being selected to participate in arranging and providing financing for these two key projects of great national significance is not only a source of pride for NCB, but also a responsibility of a private enterprise contributing to urban transformation during a historic period for the country.

“This is also an opportunity for NCB to demonstrate its renewed capabilities after five years of comprehensive transformation, having fully prepared the resources, capabilities and momentum to move in step with the broader economy. At the same time, it reflects our operating philosophy of aligning our own development with that of enterprises and partners, within the overall development of the nation,” said Mr. Ta Kieu Hung.

Previously, NCB made a strong impression with the launch of the NCB Tu Hao credit card on the occasion of 30 April 2025, integrating modern technologies and financial utilities together with spending programs associated with community sharing and profound humanitarian values, affirming its pioneering position in developing innovative financial products closely linked to patriotism and national pride among Vietnamese people. In addition, the bank collaborated with renowned singer Tung Duong to release the music video “Vietnam – Proudly Moving Toward the Future” on the occasion of National Day in 2025, portraying and widely spreading the spirit of a resilient and distinctive Vietnam in the country’s era of transformation.

It is reported that NCB currently leads the market in terms of capital growth over the past five years, having completed three charter capital increases over four consecutive years (from 2022 to 2025). In 2026, NCB will continue to increase its charter capital to VND 29.28 trillion, further strengthening its financial resources to expand business operations and achieve its ambitious objectives.

NCB is currently implementing supply chain financing for more than 180 enterprises with credit facilities amounting to thousands of billions of Vietnamese dong, while providing financing for 70 large-scale projects nationwide, including many landmark developments in key locations. The bank also possesses a strong partner ecosystem comprising more than 40 major construction contractors across the country, including five of the top ten contractors in the VNR500 ranking and eight of Vietnam’s leading securities companies, serving a large number of major corporate customers with extensive and high-quality ecosystems across various sectors, including trade, manufacturing, technology and aviation.
