Announcement on the Issuance of Loc Phat Certificates of Deposit for Large Corporate Customers – Tranche 1 of 2026

1. Total issuance face value: VND 500,000,000,000 (Two trillion Vietnamese dong), with tenors ranging from 1 to 12 months.

2. Issuance period: From August 4, 2026 through December 31, 2026, or until the total issuance face value has been fully issued, whichever occurs first.

3. Product: Loc Phat Certificate of Deposit (CD)

4. Eligible CD purchasers: Corporate/Institutional Customers classified under the Large Corporate Customer segment in accordance with NCB’s regulations from time to time and permitted to purchase CDs under applicable laws.

5. Scope of issuance: Across the entire network of National Citizen Commercial Joint Stock Bank (NCB).

6. Form of issuance: Registered CDs issued in certificate form bearing the owner’s name.

7. Deposit currency: Vietnamese dong (VND).

8. Deposit tenors: 01 month, 02 months, 06 months, 09 months and 12 months.

9. CD face value:

- Minimum face value: VND 500,000,000 (Five hundred million Vietnamese dong)

- The face value of each CD shall be a multiple of VND 10,000,000 (Ten million Vietnamese dong).

10. Interest rate: A fixed interest rate corresponding to each CD tenor, publicly posted and announced by NCB from time to time, in compliance with the regulations of the State Bank of Vietnam.

11. Interest payment method: Interest paid at maturity

- Interest payment method: Interest shall be paid at maturity by NCB via transfer to the Customer’s own payment account opened with NCB, as designated by the Customer in the CD Issuance Request Form.

In the event that the designated payment account for receipt of CD interest is frozen, closed, or subject to a status change on the interest payment date that prevents the account from being credited, NCB shall hold the Customer’s interest amount in custody without interest until the Customer visits an NCB transaction point to complete the procedures for receiving the CD interest.

- Principal payment method: The CD principal shall be paid on the Maturity Date or on the date the Customer requests early redemption of the CD, and shall be transferred by NCB to the Customer’s own payment account opened with NCB or to another account designated by the Customer in the Customer’s Redemption Request Form. The principal amount shall be held in custody by NCB and shall not accrue interest from the Maturity Date until the Customer visits an NCB transaction point to complete the procedures for redemption/receipt of payment for the CD.

13. Early redemption:

The Customer shall be entitled to NCB’s lowest demand deposit interest rate applicable to VND and to the relevant Customer category at the time of early redemption of the CD, applied to the entire CD value for the period from the Issuance Date to the CD early redemption date.

14. CD rollover:

The CD shall not be automatically renewed upon maturity. If the Customer wishes to continue participating in the product and NCB’s CD product in which the Customer is participating remains valid, the Customer must purchase a new CD in accordance with NCB’s regulations applicable at the time of the new CD purchase.

15. Transfer of CDs at NCB:

- Ownership of a CD may be transferred through assignment, purchase, sale, giving, gifting, exchange, inheritance of the CD, and other forms permitted under applicable laws and NCB’s regulations from time to time.

- Upon transfer, the entire value of the CD and all rights and obligations arising from the CD must be transferred;

- The transfer and all procedures related to the transfer of the CD must be carried out directly at the NCB transaction point where the Customer purchased the CD, in accordance with NCB’s procedures from time to time;

- The transfer of a CD must be supported by written approval from the Customer’s competent authority regarding the transfer of the CD, in accordance with the Customer’s Charter or applicable laws.

- Fee for transfer/receipt of transfer of Certificates of Deposit: 0.1%/year (exclusive of 10% value-added tax (VAT)).

16. Other provisions:

Other matters not specified in this Announcement shall be implemented in accordance with NCB’s regulations on certificates of deposit issued from time to time and applicable laws (including any amending, supplementing or replacing documents, if any).
